Henry Marty-Gauquié shares with us his article (in French) published by « Les Cahiers de l’Orient » – Revue trimestrielle éditée par le CERPO (Centre d’études et de recherches sur le Proche-Orient https://lescahiersdelorient.org/ ) – in its “Automn 2017” release dedicated to the “Actes des 8èmes Rencontres de Cybèle”. This international colloquium was organized by the “Euromed IHEDN” Association at Marseille on the 9th of June 2017 on the subject of strategic changes and new challenges and which politics to promote in the Mediterranean (« Changements stratégiques et nouveaux enjeux : quelles politiques promouvoir en Méditerranée ? ».
Abstract : Under the combined effects of the global economic and security crises in the Mediterranean, Euro-Mediterranean relations have undergone a sharp decline and privileged the short-term objectives, based on bilateralism. The European Union has thus failed in weighing in favor of Arab democracy, nor has it given itself the means to provide lasting solutions to the conflicts in which the region has become the epicenter. Yet the intricacy of human, cultural, and economic dependencies and the importance of the security, climate and demographic challenges call for the region to benefit from a major initiative to no longer depend on foreign powers to manage matters of direct concern. It is of both interest and political responsibility for the European Union to take this initiative. Therefore, the Mediterranean must be among the priorities for a revival of the European project by formulating a political stabilization offer of the region based on three pillars described in the article.
